There's no real way of knowing how government thinks. In any form, the collection of people with the backing of public service tends to taint their thought process like a bent pipe. Oxygen just isn't flowing through any longer, but being compressed and hissing out the opposite end.
The only way for me to understand is to view most government bodies like that socially awkward kid in junior high who sat at the back of the class, always smelled like Funyuns, and was so intensely focused on carving pictures into the desk with is pencil that he couldn't swallow his own saliva.
No more live music. Well, that'll teach...somebody for doing...something.
