California government knows incompetence. You've got to give them credit. They do one thing well, and one thing only. That's blunder.
Gov. Arnold, who continues to disappoint and receive my personal scorn (I'm sure it's keeping him up at night), get's this right. Talking cowtails in the midst of the greatest budget crisis, while taxpayers are getting IOU's instead of their tax returns, seems, I don't know, lacking.
